The District is one of the oldest in Uganda. Originally, it consisted of Rakai, Kalangala, Ssembabule, Kalungu, Bukomansimbi and Lwengo making it once the largest District in Uganda.The District has a rich cultural heritage. It is endowed with a diversity of about 40 ethnic groups, the majority of whom are Baganda followed by the Banyankole, Banyarwanda and Banyoro. But most of the tribes practice Buganda culture. The main language spoken is Luganda and the staple food of the area is Matooke (Bananas).

The major economic activities in Masaka include Agriculture with the major cash crops being Matooke, Sweet potatoes, Pineapples and Tomatoes. Cash crop agriculture includes coffee, pineapples while animal husbandry consists of cattle, goats, piggery and poultry. Furthermore, there is fishing on Lake Victoria and fish farming at household level. Some people earn a living in small scale industries like coffee hulling, manufacturing of soft drinks, metal fabrication, leather tanning and retail trade. 

The Administrative units that comprise Masaka District are six rural Sub Counties and a Municipality with three Divisions.
